Does your mouse have a "wheel" in the middle?  Using the wheel is usually how I control the scroll speed, but I can push down on the wheel and it generates a scroll icon that will control the scrolling speed by moving the mouse pointer up or down.

Also, check your systems setting for your mouse by doing this:

To change the mouse scroll speed in Windows 10, do the following.
  1. Open the Settings app.
  2. Go to Devices -> Mouse.
  3. On the right, select Multiple lines at a time under Roll the mouse wheel to scroll.
  4. Adjust the slider position to specify the number of lines between 1 to 100 lines at a time.

Short guide

  1. Open the Settings menu by pressing the Windows key,  + I. Click on Devices.
  2. On the Devices screen, select Touchpad in the left-hand column. If your laptop has a precision touchpad, you can use the slider marked Change the cursor speed on the right.
  3. If the slider isn't visible, click on Additional Settings under Related Settings.
  4. Click on the Pointer Options tab at the top of the Mouse Properties window, then move the Select a pointer speed slider to the left.
  5. Keep adjusting the slider and moving your pointer until you're happy with its speed. Click OK to finish.
